68 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
79 SECTION 1. Subchapter B, Chapter 32, Health and Safety
810 Code, is amended by adding Section 32.047 to read as follows:
911 Sec. 32.047. HYPEREMESIS GRAVIDARUM STRATEGIC PLAN. (a)
1012 In this section, "hyperemesis gravidarum" means a disorder that
1113 causes a woman to experience extreme, persistent nausea and
1214 vomiting during pregnancy that may lead to dehydration, weight
1315 loss, or electrolyte imbalance.
1416 (b) The commission shall develop and implement a five-year
1517 strategic plan to improve the diagnosis and treatment of and raise
1618 public awareness of hyperemesis gravidarum. Not later than
1719 September 1 of the last state fiscal year in each five-year period,
1820 the commission shall develop a new strategic plan for the next five
1921 state fiscal years that begins with the following state fiscal
2022 year.
2123 (c) The strategic plan must provide strategies to:
2224 (1) increase awareness among state-administered
2325 program providers who may serve women at risk of or experiencing
2426 hyperemesis gravidarum about the prevalence and effects of
2527 hyperemesis gravidarum on outcomes for women and children;
2628 (2) establish a referral network of community-based
2729 health care providers and support services addressing hyperemesis
2830 gravidarum;
2931 (3) increase women's access to formal and informal
3032 peer support services, including access to certified peer
3133 specialists who have successfully completed additional training
3234 related to hyperemesis gravidarum;
3335 (4) raise public awareness of hyperemesis gravidarum;
3436 and
3537 (5) leverage sources of funding to support existing
3638 community-based hyperemesis gravidarum screening, referral,
3739 treatment, and support services.
3840 (d) The commission shall coordinate with the department and
3941 the statewide health coordinating council in the development of the
4042 strategic plan.
4143 (e) The commission, in consultation with the department and
4244 the statewide health coordinating council, shall annually review
4345 the strategic plan and update the plan as necessary.
4446 SECTION 2. Not later than September 1, 2022, the Health and
4547 Human Services Commission shall develop the initial strategic plan
4648 required by Section 32.047, Health and Safety Code, as added by this
4749 Act.
4850 SECTION 3. This Act takes effect September 1, 2021.
