6 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

7 | 9 | | SECTION 1. Subchapter B, Chapter 32, Health and Safety |
---|
8 | 10 | | Code, is amended by adding Section 32.047 to read as follows: |

9 | 11 | | Sec. 32.047. HYPEREMESIS GRAVIDARUM STRATEGIC PLAN. (a) |
---|
10 | 12 | | In this section, "hyperemesis gravidarum" means a disorder that |
---|
11 | 13 | | causes a woman to experience extreme, persistent nausea and |
---|
12 | 14 | | vomiting during pregnancy that may lead to dehydration, weight |
---|
13 | 15 | | loss, or electrolyte imbalance. |
---|
14 | 16 | | (b) The commission shall develop and implement a five-year |
---|
15 | 17 | | strategic plan to improve the diagnosis and treatment of and raise |
---|
16 | 18 | | public awareness of hyperemesis gravidarum. Not later than |
---|
17 | 19 | | September 1 of the last state fiscal year in each five-year period, |
---|
18 | 20 | | the commission shall develop a new strategic plan for the next five |
---|
19 | 21 | | state fiscal years that begins with the following state fiscal |
---|
20 | 22 | | year. |
---|
21 | 23 | | (c) The strategic plan must provide strategies to: |
---|
22 | 24 | | (1) increase awareness among state-administered |
---|
23 | 25 | | program providers who may serve women at risk of or experiencing |
---|
24 | 26 | | hyperemesis gravidarum about the prevalence and effects of |
---|
25 | 27 | | hyperemesis gravidarum on outcomes for women and children; |
---|
26 | 28 | | (2) establish a referral network of community-based |
---|
27 | 29 | | health care providers and support services addressing hyperemesis |
---|
28 | 30 | | gravidarum; |
---|
29 | 31 | | (3) increase women's access to formal and informal |
---|
30 | 32 | | peer support services, including access to certified peer |
---|
31 | 33 | | specialists who have successfully completed additional training |
---|
32 | 34 | | related to hyperemesis gravidarum; |
---|
33 | 35 | | (4) raise public awareness of hyperemesis gravidarum; |
---|
34 | 36 | | and |
---|
35 | 37 | | (5) leverage sources of funding to support existing |
---|
36 | 38 | | community-based hyperemesis gravidarum screening, referral, |
---|
37 | 39 | | treatment, and support services. |
---|
38 | 40 | | (d) The commission shall coordinate with the department and |
---|
39 | 41 | | the statewide health coordinating council in the development of the |
---|
40 | 42 | | strategic plan. |
---|
41 | 43 | | (e) The commission, in consultation with the department and |
---|
42 | 44 | | the statewide health coordinating council, shall annually review |
---|
43 | 45 | | the strategic plan and update the plan as necessary. |
---|
44 | 46 | | SECTION 2. Not later than September 1, 2022, the Health and |
---|
45 | 47 | | Human Services Commission shall develop the initial strategic plan |
---|
46 | 48 | | required by Section 32.047, Health and Safety Code, as added by this |
---|
47 | 49 | | Act. |
---|
48 | 50 | | SECTION 3. This Act takes effect September 1, 2021. |
