A BILL TO BE ENTITLED
AN ACT
relating to district bilingual and special language programs.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 11.185, Education Code, is amended by
adding Subsections (a-1) and (b-1) to read as follows:
(a-1) A district operating a bilingual program or special
language program under Subchapter B, Chapter 29, shall include a
goal that supports early childhood literacy for students in a
bilingual program or special language program under Subchapter B,
Chapter 29, in English or in another language as appropriate.
(b-1) For purposes of Subsection (b)(2), a district
operating a bilingual program or special language program under
Subchapter B, Chaper 29, shall identify reading instruments in a
language appropriate to assess each student's reading development
and comprehension.
SECTION 2. This Act applies beginning with the 2021-2022
school year.
SECTION 3. This Act takes effect September 1, 2021.
