9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 12 | | SECTION 1. Subchapter H, Chapter 521, Transportation Code, |
---|
11 | 13 | | is amended by adding Section 521.168 to read as follows: |
---|
12 | 14 | | Sec. 521.168. PAYMENT OF FEES FOR CERTAIN FOSTER AND |
---|
13 | 15 | | HOMELESS CHILDREN AND YOUTHS. (a) Unless prohibited under Section |
---|
14 | 16 | | 521.4265(c), the Texas Workforce Commission shall on request pay |
---|
15 | 17 | | the fees associated with meeting a requirement imposed under this |
---|
16 | 18 | | subchapter or Chapter 1001, Education Code, for a person who is: |
---|
17 | 19 | | (1) eligible for a driver's license fee exemption |
---|
18 | 20 | | under Section 521.1811; or |
---|
19 | 21 | | (2) younger than 26 years of age and: |
---|
20 | 22 | | (A) was in the managing conservatorship of the |
---|
21 | 23 | | Department of Family and Protective Services on the day before the |
---|
22 | 24 | | person's 18th birthday; or |
---|
23 | 25 | | (B) is a homeless child or youth as defined by 42 |
---|
24 | 26 | | U.S.C. Section 11434a. |
---|
25 | 27 | | (b) The Texas Workforce Commission by rule shall establish a |
---|
26 | 28 | | process by which: |
---|
27 | 29 | | (1) a person described by Subsection (a) may apply to |
---|
28 | 30 | | that commission for the payment of fees under this section; and |
---|
29 | 31 | | (2) that commission pays fees associated with meeting |
---|
30 | 32 | | a requirement imposed under this subchapter or Chapter 1001, |
---|
31 | 33 | | Education Code, to appropriate entities on behalf of the person |
---|
32 | 34 | | described by Subsection (a). |
---|
33 | 35 | | SECTION 2. Section 521.4265, Transportation Code, is |
---|
34 | 36 | | amended by amending Subsections (b) and (c) and adding Subsection |
---|
35 | 37 | | (d) to read as follows: |
---|
36 | 38 | | (b) From the money in the identification fee exemption |
---|
37 | 39 | | account the department shall: |
---|
38 | 40 | | (1) request that the comptroller transfer to the Texas |
---|
39 | | - | Workforce Commission amounts sufficient to cover the cost of |
---|
40 | | - | implementing the program under Section 521.168, including amounts |
---|
41 | | - | sufficient for the payment by the Texas Workforce Commission of: |
---|
42 | | - | (A) fees to entities other than the department; |
---|
43 | | - | and |
---|
44 | | - | (B) the Texas Workforce Commission's |
---|
45 | | - | implementation costs; and |
---|
46 | | - | (2) for [For] each exemption granted under Section |
---|
