| 7 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 12 | | SECTION 1. Sections 81.0025(a) and (b), Local Government |
|---|
| 9 | 13 | | Code, are amended to read as follows: |
|---|
| 10 | 14 | | (a) A county commissioner must successfully complete at |
|---|
| 11 | 15 | | least 16 [classroom] hours of continuing education in the |
|---|
| 12 | 16 | | performance of the duties of county commissioners at least once in |
|---|
| 13 | 17 | | each 12-month period. |
|---|
| 14 | 18 | | (b) Continuing education instruction required by this |
|---|
| 15 | 19 | | section must be certified by an accredited public institution of |
|---|
| 16 | 20 | | higher education. The instruction may be completed online with the |
|---|
| 17 | 21 | | approval of the commissioners court, except a county commissioner |
|---|
| 18 | 22 | | must complete the instruction in person in the first 12-month |
|---|
| 19 | 23 | | period of the commissioner's first term. |
|---|
| 20 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 21 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 22 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 23 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 24 | 28 | | Act takes effect September 1, 2021. |
