The bill would amend Chapter 21 of the Transportation Code to establish the Urban Air Mobility Advisory Committee and require the Texas Transportation Commission (TTC) to appoint members of the advisory committee. The bill would require the advisory committee to hold public meetings across the state or via electronic means and receive comments through an Internet website, by mail, and by other methods if appropriate. The bill would require the advisory committee to assess current state law and to report to the TTC and to the members of the legislature the committee's findings and recommendations, on any changes to state law that are needed to facilitate the development of urban air mobility operations and infrastructure in Texas. The advisory committee would be abolished and the requirements of the bill would expire on January 1, 2023. Based on the information provided by the Texas Department of Transportation, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
