46 AN ACT
57 relating to the creation of the urban air mobility advisory
68 committee.
79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Subchapter A, Chapter 21, Transportation Code,
911 is amended by adding Section 21.004 to read as follows:
1012 Sec. 21.004. URBAN AIR MOBILITY ADVISORY COMMITTEE. (a)
1113 The commission shall appoint an advisory committee to assess
1214 current state law and any potential changes to state law that are
1315 needed to facilitate the development of urban air mobility
1416 operations and infrastructure in this state.
1517 (b) The commission shall appoint to the advisory committee
1618 members to represent:
1719 (1) diverse geographic regions of the state;
1820 (2) state and local law enforcement;
1921 (3) the urban air mobility industry;
2022 (4) transportation experts;
21- (5) commercial airport representatives;
22- (6) vertical takeoff and landing operators;
23- (7) local governments; and
24- (8) the general public.

2525 (c) The advisory committee shall:
2626 (1) hold public hearings in locations across the state
2727 or via electronic means; and
2828 (2) receive comments through an Internet website, by
2929 mail, and by other methods, if appropriate.
3030 (d) Not later than September 1, 2022, the advisory committee
3131 shall report to the commission and to the members of the legislature
3232 the committee's findings and recommendations on any changes to
3333 state law that are needed to facilitate the development of urban air
3434 mobility operations and infrastructure.
3535 (e) The advisory committee is abolished and this section
3636 expires January 1, 2023.
3737 SECTION 2. This Act takes effect immediately if it receives
3838 a vote of two-thirds of all the members elected to each house, as
3939 provided by Section 39, Article III, Texas Constitution. If this
4040 Act does not receive the vote necessary for immediate effect, this
4141 Act takes effect September 1, 2021.
