                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 25, 2021       TO: Honorable Stephanie Klick, Chair, House Committee on Public Health     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB809 by Kolkhorst (Relating to health care institution reporting of federal money received for the coronavirus disease public health emergency.), As Engrossed     No significant fiscal implication to the State is anticipated. The bill would require health care institutions who have received federal funding during the coronavirus disease public health emergency, including under the federal Coronavirus Aid, Relief, and Economic Security Act and the federal American Rescue Plan Act of 2021, to provide a monthly report of the funding received to the Health and Human Services Commission (HHSC). HHSC would be required to compile the information received from health care institutions and submit a quarterly  written report to the Governor, Lieutenant Governor, Speaker of the House of Representatives, the Legislative Budget Board, and the standing committees of the Legislature with primary jurisdiction over state finance and public health.Additionally, the bill would allow the appropriate licensing agency of a health care institution to take disciplinary action against a health care institution that violates reporting requirements as if the health care institution violated an applicable licensing law.HHSC and the University of Texas, indicates any cost to implement provisions of the bill would be minimal and can be absorbed within available resources.
