2222 relating to the implementation of a statewide homeless data sharing
2323 network to share real time data on homelessness.
2424 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
2525 SECTION 1. Chapter 2306, Government Code, is amended by
2626 adding Subchapter QQ to read as follows:
2727 SUBCHAPTER QQ. HOMELESS DATA SHARING
2828 Sec. 2306.1151. HOMELESS DATA SHARING NETWORK. (a) Using
2929 available resources, the department in collaboration with the Texas
3030 Homeless Network shall implement a homeless data sharing network
3131 through which homeless response systems and data warehouse vendors
3232 are able to share and assess real-time data on homelessness
3333 throughout this state.
3434 (b) In implementing the homeless data sharing network, the
3535 department shall collaborate with health benefit plan issuers and
3636 managed care organizations to:
3737 (1) identify individuals experiencing homelessness;
3838 and
3939 (2) connect and refer those individuals to available
4040 services and resources, including housing navigation assistance,
4141 for the purpose of improving health outcomes.
4242 (c) The department shall ensure that information shared
4343 through the homeless data sharing network that is confidential
4444 under state or federal law is not disclosed.
4545 SECTION 2. This Act takes effect September 1, 2023.
