| 24 | 24 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 25 | 25 | | SECTION 1. Chapter 2306, Government Code, is amended by |
|---|
| 26 | 26 | | adding Subchapter QQ to read as follows: |
|---|
| 27 | 27 | | SUBCHAPTER QQ. HOMELESS DATA SHARING |
|---|
| 28 | 28 | | Sec. 2306.1151. HOMELESS DATA SHARING NETWORK. (a) Using |
|---|
| 29 | 29 | | available resources, the department in collaboration with the Texas |
|---|
| 30 | 30 | | Homeless Network shall implement a homeless data sharing network |
|---|
| 31 | 31 | | through which homeless response systems and data warehouse vendors |
|---|
| 32 | 32 | | are able to share and assess real-time data on homelessness |
|---|
| 33 | 33 | | throughout this state. |
|---|
| 34 | 34 | | (b) In implementing the homeless data sharing network, the |
|---|
| 35 | 35 | | department shall collaborate with health benefit plan issuers and |
|---|
| 36 | 36 | | managed care organizations to: |
|---|
| 37 | 37 | | (1) identify individuals experiencing homelessness; |
|---|
| 38 | 38 | | and |
|---|
| 39 | 39 | | (2) connect and refer those individuals to available |
|---|
| 40 | 40 | | services and resources, including housing navigation assistance, |
|---|
| 41 | 41 | | for the purpose of improving health outcomes. |
|---|
| 42 | 42 | | (c) The department shall ensure that information shared |
|---|
| 43 | 43 | | through the homeless data sharing network that is confidential |
|---|
| 44 | 44 | | under state or federal law is not disclosed. |
|---|
| 45 | 45 | | SECTION 2. This Act takes effect September 1, 2023. |
