6 | 6 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

7 | 7 | | SECTION 1. Sections 317.004 and 317.010, Labor Code, are |
---|
8 | 8 | | amended to read as follows: |
---|
9 | 9 | | Sec. 317.004. PROVIDER ELIGIBILITY. To be eligible to |
---|
10 | 10 | | participate as a provider under the program, a provider must: |
---|
11 | 11 | | (1) apply to the commission in the manner prescribed |
---|
12 | 12 | | by commission rule; |
---|
13 | 13 | | (2) be a public, nonprofit, or private entity that is: |
---|
14 | 14 | | (A) authorized under the Education Code or other |
---|
15 | 15 | | state law to grant a high school diploma; or |
---|
16 | 16 | | (B) accredited by a regional accrediting body and |
---|
17 | 17 | | working in partnership with an entity described by Paragraph (A); |
---|
18 | 18 | | (3) have at least two years of experience providing |
---|
19 | 19 | | dropout reengagement services to adult students, including |
---|
20 | 20 | | recruitment, learning plan development, and proactive coaching and |
---|
21 | 21 | | mentoring, leading to the obtainment of a high school diploma; |
---|
22 | 22 | | (4) be equipped to: |
---|
23 | 23 | | (A) provide: |
---|
24 | 24 | | (i) academic skill intake assessment and |
---|
25 | 25 | | transcript evaluations; |
---|
26 | 26 | | (ii) remediation coursework in literacy and |
---|
27 | 27 | | numeracy; |
---|
28 | 28 | | (iii) a research-validated academic |
---|
29 | 29 | | resiliency assessment and intervention; |
---|
30 | 30 | | (iv) employability skills development |
---|
31 | 31 | | aligned to employer needs; |
---|
32 | 32 | | (v) career pathways coursework; |
---|
33 | 33 | | (vi) preparation for the attainment of |
---|
34 | 34 | | industry-recognized credentials; and |
---|
35 | 35 | | (vii) career placement services; and |
---|
36 | 36 | | (B) develop a learning plan that integrates |
---|
37 | 37 | | academic requirements and career goals; and |
---|
38 | 38 | | (5) offer a course catalog that includes all courses |
---|
39 | 39 | | necessary to meet high school graduation requirements in this |
---|
40 | 40 | | state. |
---|
41 | 41 | | Sec. 317.010. EXPIRATION. This chapter expires September |
---|
42 | 42 | | 1, 2027 [2025]. |
---|
43 | 43 | | SECTION 2. This Act takes effect September 1, 2023. |
