55 relating to the workforce diploma pilot program.
66 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
77 SECTION 1. Sections 317.004 and 317.010, Labor Code, are
88 amended to read as follows:
99 Sec. 317.004. PROVIDER ELIGIBILITY. To be eligible to
1010 participate as a provider under the program, a provider must:
1111 (1) apply to the commission in the manner prescribed
1212 by commission rule;
1313 (2) be a public, nonprofit, or private entity that is:
1414 (A) authorized under the Education Code or other
1515 state law to grant a high school diploma; or
1616 (B) accredited by a regional accrediting body and
1717 working in partnership with an entity described by Paragraph (A);
1818 (3) have at least two years of experience providing
1919 dropout reengagement services to adult students, including
2020 recruitment, learning plan development, and proactive coaching and
2121 mentoring, leading to the obtainment of a high school diploma;
2222 (4) be equipped to:
2323 (A) provide:
2424 (i) academic skill intake assessment and
2525 transcript evaluations;
2626 (ii) remediation coursework in literacy and
2727 numeracy;
2828 (iii) a research-validated academic
2929 resiliency assessment and intervention;
3030 (iv) employability skills development
3131 aligned to employer needs;
3232 (v) career pathways coursework;
3333 (vi) preparation for the attainment of
3434 industry-recognized credentials; and
3535 (vii) career placement services; and
3636 (B) develop a learning plan that integrates
3737 academic requirements and career goals; and
3838 (5) offer a course catalog that includes all courses
3939 necessary to meet high school graduation requirements in this
4040 state.
4141 Sec. 317.010. EXPIRATION. This chapter expires September
4242 1, 2027 [2025].
4343 SECTION 2. This Act takes effect September 1, 2023.
