1010 A BILL TO BE ENTITLED
1111 AN ACT
1212 relating to the placement of electric vehicle charging equipment on
1313 state property.
1414 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1515 SECTION 1. Subchapter A, Chapter 2165, Government Code, is
1616 amended by adding Section 2165.010 to read as follows:
1717 Sec. 2165.010. PLACEMENT OF ELECTRIC VEHICLE CHARGING
1818 EQUIPMENT ON STATE PROPERTY. (a) In this section:
1919 (1) "Charging provider" means a person who provides to
2020 another person the use of electric vehicle charging equipment in a
2121 commercial transaction.
2222 (2) "Electric vehicle charging equipment" means
2323 equipment manufactured for transferring electric energy from
2424 electric supply to an electric vehicle.
2525 (3) "Metering device" means a commercial device used
2626 to measure electric energy transferred by electric vehicle charging
2727 equipment and compute the charge for the transferred energy.
2828 (b) A state agency in charge and control of state property,
2929 including a state park, may enter into an agreement authorizing a
3030 charging provider to place and maintain electric vehicle charging
3131 equipment on the property.
3232 (c) An agreement described by Subsection (b):
3333 (1) must require the charging provider to use a
3434 metering device to determine the cost of electricity transferred to
3535 another person through electric vehicle charging equipment; and
3636 (2) may include any other reasonable requirements on
3737 the use of the property.
3838 SECTION 2. This Act takes effect September 1, 2023.
