45 SENATE CONCURRENT RESOLUTION
56 WHEREAS, The State of Texas desires to provide the most
67 streamlined and consolidated customer service for those seeking
78 work, unemployment benefits, or social safety net services; and
89 WHEREAS, The United States Department of Labor and the
910 Workforce Innovation and Opportunity Act (WIOA) currently restrict
1011 the consolidation of federally funded employment and job training
1112 services with other federally funded services such as safety net
1213 services; and
1314 WHEREAS, In Texas, federally funded employment services and
1415 workforce development services are provided by local workforce
1516 development boards and the Texas Workforce Commission, and
1617 federally funded social services are provided by the Texas Health
1718 and Human Services Commission; and
1819 WHEREAS, Texans seeking assistance with employment and job
1920 training services, as well as social safety net services, are
2021 forced to seek such services at more than one location of state and
2122 local government agencies, with little to no consolidation or
2223 coordination of such services; and
2324 WHEREAS, The State of Texas desires to develop a
2425 consolidation plan for the delivery of workforce development and
2526 social services to its citizens in order to provide a broader and
2627 more streamlined delivery of services to those seeking such
2728 services; now, therefore, be it
2829 RESOLVED, That the 88th Legislature of the State of Texas
2930 hereby respectfully urge the Congress of the United States to amend
3031 federal law to allow states to provide for the consolidation of
3132 federally funded workforce development services with federally
3233 funded social safety net services; and, be it further
3334 RESOLVED, That the Texas secretary of state forward official
3435 copies of this resolution to the president of the United States, to
3536 the president of the Senate and the speaker of the House of
3637 Representatives of the United States Congress, and to all the
3738 members of the Texas delegation to Congress with the request that
3839 this resolution be officially entered in the Congressional Record
3940 as a memorial to the Congress of the United States of America.
