5 | 6 | | WHEREAS, The State of Texas desires to provide the most |

6 | 7 | | streamlined and consolidated customer service for those seeking |
---|
7 | 8 | | work, unemployment benefits, or social safety net services; and |
---|
8 | 9 | | WHEREAS, The United States Department of Labor and the |
---|
9 | 10 | | Workforce Innovation and Opportunity Act (WIOA) currently restrict |
---|
10 | 11 | | the consolidation of federally funded employment and job training |
---|
11 | 12 | | services with other federally funded services such as safety net |
---|
12 | 13 | | services; and |
---|
13 | 14 | | WHEREAS, In Texas, federally funded employment services and |
---|
14 | 15 | | workforce development services are provided by local workforce |
---|
15 | 16 | | development boards and the Texas Workforce Commission, and |
---|
16 | 17 | | federally funded social services are provided by the Texas Health |
---|
17 | 18 | | and Human Services Commission; and |
---|
18 | 19 | | WHEREAS, Texans seeking assistance with employment and job |
---|
19 | 20 | | training services, as well as social safety net services, are |
---|
20 | 21 | | forced to seek such services at more than one location of state and |
---|
21 | 22 | | local government agencies, with little to no consolidation or |
---|
22 | 23 | | coordination of such services; and |
---|
23 | 24 | | WHEREAS, The State of Texas desires to develop a |
---|
24 | 25 | | consolidation plan for the delivery of workforce development and |
---|
25 | 26 | | social services to its citizens in order to provide a broader and |
---|
26 | 27 | | more streamlined delivery of services to those seeking such |
---|
27 | 28 | | services; now, therefore, be it |
---|
28 | 29 | | RESOLVED, That the 88th Legislature of the State of Texas |
---|
29 | 30 | | hereby respectfully urge the Congress of the United States to amend |
---|
30 | 31 | | federal law to allow states to provide for the consolidation of |
---|
31 | 32 | | federally funded workforce development services with federally |
---|
32 | 33 | | funded social safety net services; and, be it further |
---|
33 | 34 | | RESOLVED, That the Texas secretary of state forward official |
---|
34 | 35 | | copies of this resolution to the president of the United States, to |
---|
35 | 36 | | the president of the Senate and the speaker of the House of |
---|
36 | 37 | | Representatives of the United States Congress, and to all the |
---|
37 | 38 | | members of the Texas delegation to Congress with the request that |
---|
38 | 39 | | this resolution be officially entered in the Congressional Record |
---|
39 | 40 | | as a memorial to the Congress of the United States of America. |
