The joint resolution would propose an amendment to Article III of the Texas Constitution to add Section 49-q, which creates the Texas Power Resiliency Fund in the state treasury outside of the General Revenue Fund.Money in the fund would consist of transfers and deposits, revenue dedicated by general law, and investment earnings and interest, as well as gifts, grants, and donations, and could only be administered and used by the Texas Division of Emergency Management for purposes listed in the joint resolution.
