55 relating to an appropriation to provide funding for the
66 construction, operation, and maintenance of border barrier
77 infrastructure and border security operations, including funding
88 for additional overtime expenses and costs due to certain increased

1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. APPROPRIATION TO TRUSTEED PROGRAMS WITHIN THE
1212 OFFICE OF THE GOVERNOR. (a) The amount of $1,540,000,000 is
1313 appropriated from the general revenue fund to the Trusteed Programs
1414 within the Office of the Governor for use during the two-year period
1515 beginning on the effective date of this Act for the purpose of
1616 providing funding for border security operations, including to
1717 provide grants to local governments and local law enforcement
1818 agencies to alleviate costs associated with an increased demand on
1919 local prosecutorial, judicial, and correctional resources, and the
2020 construction, operation, and maintenance of border barrier
2121 infrastructure.
2222 (b) Of the amount appropriated by Subsection (a) of this
2323 section, the Trusteed Programs within the Office of the Governor
2424 shall transfer $40,000,000 to the Department of Public Safety for
2525 border security operations, including paying for additional
2626 overtime expenses and costs due to an increased law enforcement
2727 presence to preserve public safety and security in the Colony Ridge
2828 development in Liberty County, Texas.
2929 SECTION 2. PROHIBITIONS ON USE OF APPROPRIATED MONEY. The
3030 money appropriated by this Act may not be used to:
3131 (1) acquire property through the exercise of eminent
3232 domain;
3333 (2) build a barrier along this state's international
3434 border with Mexico on property acquired through the exercise of
3535 eminent domain;
3636 (3) acquire property for a barrier that abuts the
3737 boundary between this state and another state; or
3838 (4) build a barrier that abuts the boundary between
3939 this state and another state.
4040 SECTION 3. EFFECTIVE DATE. This Act takes effect
4141 immediately if it receives a vote of two-thirds of all the members
4242 elected to each house, as provided by Section 39, Article III, Texas
4343 Constitution. If this Act does not receive the vote necessary for
4444 immediate effect, this Act takes effect on the 91st day after the
4545 last day of the legislative session.
