87 AN ACT
98 relating to combating human trafficking by the Texas Department of
109 Licensing and Regulation.
1110 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1211 SECTION 1. Chapter 51, Occupations Code, is amended by
1312 adding Subchapter K to read as follows:
1413 SUBCHAPTER K. COMBATING HUMAN TRAFFICKING
1514 Sec. 51.551. ANTI-TRAFFICKING ACTIVITIES. The department
1615 may combat human trafficking by:
1716 (1) establishing within the department an
1817 anti-trafficking unit;
1918 (2) identifying businesses operating within
2019 industries regulated by the department that are impacted by human
2120 trafficking; and
2221 (3) coordinating with:
2322 (A) the office of the attorney general, including
2423 any council, task force, or work group established by that office to
2524 combat human trafficking;
2625 (B) local, state, and federal law enforcement
2726 agencies; and
2827 (C) any nongovernmental entity engaged in
2928 efforts to combat human trafficking or assist victims.
3029 Sec. 51.552. RULES. The commission may adopt rules to
3130 combat human trafficking for any program regulated by the
3231 department, including rules for conducting inspections and
3332 investigations under Section 51.351.
3433 Sec. 51.553. CONFIDENTIALITY OF RECORDS IDENTIFYING
3534 VICTIMS OF HUMAN TRAFFICKING. (a) Information that identifies an
3635 individual as a victim of human trafficking is confidential and
3736 excepted from disclosure under Section 552.021, Government Code.
3837 (b) The department may withhold the information without the
3938 necessity of requesting a decision from the attorney general under
4039 Subchapter G, Chapter 552, Government Code.
4140 SECTION 2. This Act takes effect September 1, 2025.
