1313 A BILL TO BE ENTITLED
1414 AN ACT
1515 relating to a public institution of higher education's orientation
1616 on the institution's sexual harassment, sexual assault, dating
1717 violence, and stalking policy.
1818 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1919 SECTION 1. Section 51.282(c), Education Code, is amended to
2020 read as follows:
2121 (c) Each postsecondary educational institution shall
2222 require each entering freshman or undergraduate transfer student to
2323 attend an orientation on the institution's sexual harassment,
2424 sexual assault, dating violence, and stalking policy before or
2525 during the first semester or term in which the student is enrolled
2626 at the institution. The institution shall establish the format and
2727 content of the orientation. The orientation:
2828 (1) may be provided online; and
2929 (2) must include:
3030 (A) a video that states:
3131 (i) the names of the institution's Title IX
3232 coordinators and deputy coordinators;
3333 (ii) the location and contact information
3434 of the institution's Title IX office; and
3535 (iii) the services provided by the
3636 institution's Title IX office; and
3737 (B) the statements described by Subsection
3838 (a)(1)(E).
3939 SECTION 2. Section 51.282(c), Education Code, as amended by
4040 this Act, applies beginning with the 2025-2026 academic year.
4141 SECTION 3. This Act takes effect immediately if it receives
4242 a vote of two-thirds of all the members elected to each house, as
4343 provided by Section 39, Article III, Texas Constitution. If this
4444 Act does not receive the vote necessary for immediate effect, this
4545 Act takes effect September 1, 2025.
