REFINER Act Researching Efficient Federal Improvements for Necessary Energy Refining Act

Impact

The enactment of this bill is expected to lead to an exhaustive examination of regulatory policies affecting the capacity of petrochemical refineries. It will delve into existing federal and state actions that may have contributed to a decline in refinery capacities. Through its recommendations, the bill aims to guide both federal agencies and Congress in encouraging initiatives that bolster the operational capacities of these refineries, thereby supporting national energy security and potentially increasing domestic fuel supply.

Summary

House Bill 1085, also known as the REFINE Act, mandates the Secretary of Energy to require the National Petroleum Council to produce a report on the state of petrochemical refineries in the United States. This report must address the contributions of these refineries to the nation's energy security, focusing on aspects like supply reliability and affordability of liquid fuels for consumers. The bill recognizes the critical role of petrochemical refineries while aiming at enhancing overall energy infrastructure in the country.

Sentiment

General sentiment surrounding HB 1085 is likely supportive among those invested in the energy sector, particularly industries reliant on petrochemical products. Proponents view the bill as a significant step toward ensuring a steady supply of fuel while enhancing the overall efficiency of energy refining processes. However, potential contention may arise if stakeholders perceive any federal overreach in the operational management of these refineries or if the recommendations threaten existing standards and regulations that promote environmental protection.

Contention

Notable contention points might emerge surrounding the impact of this bill on state regulatory authority over local petrochemical operations. Critics may argue that increasing federal oversight could undermine state efforts to enforce stricter environmental regulations at the local level. The overall debate could pivot on balancing the need for energy security with the need for responsible environmental stewardship, which is a recurring theme in discussions related to the energy sector.

US HB1

Related Lower Energy Costs Act This bill provides for the exploration, development, importation, and exportation of energy resources (e.g., oil, gas, and minerals). For example, it sets forth provisions to (1) expedite energy projects, (2) eliminate or reduce certain fees related to the development of federal energy resources, and (3) eliminate certain funds that provide incentives to decrease emissions of greenhouse gases. The bill expedites the development, importation, and exportation of energy resources, including by waiving environmental review requirements and other specified requirements under certain environmental laws, eliminating certain restrictions on the import and export of oil and natural gas, prohibiting the President from declaring a moratorium on the use of hydraulic fracturing (a type of process used to extract underground energy resources), directing the Department of the Interior to conduct sales for the leasing of oil and gas resources on federal lands and waters as specified by the bill, and limiting the authority of the President and executive agencies to restrict or delay the development of energy on federal land. In addition, the bill reduces royalties for oil and gas development on federal land and eliminates charges on methane emissions. It also eliminates a variety of funds, such as funds for energy efficiency improvements in buildings as well as the greenhouse gas reduction fund.
