purposes.

Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Researching Efficient 4
Federal Improvements for Necessary Energy Refining 5
Act’’ or the ‘‘REFINER Act’’. 6
SEC. 2. REPORT ON PETROCHEMICAL REFINERIES. 7
Not later than 90 days after the date of enactment 8
of this section, the Secretary of Energy shall direct the 9
National Petroleum Council to— 10
(1) submit to the Secretary of Energy and Con-11
gress a report containing— 12
(A) an examination of the role of petro-13
chemical refineries located in the United States 14
and the contributions of such petrochemical re-15
fineries to the energy security of the United 16
States, including the reliability of supply in the 17
United States of liquid fuels and feedstocks, 18
and the affordability of liquid fuels for con-19
sumers in the United States; 20
(B) analyses and projections with respect 21
to— 22
(i) the capacity of petrochemical refin-23
eries located in the United States; 24

(ii) opportunities for expanding such 1
capacity; and 2
(iii) the risks to petrochemical refin-3
eries located in the United States; 4
(C) an assessment of any Federal or State 5
executive actions, regulations, or policies that 6
have caused or contributed to a decline in the 7
capacity of petrochemical refineries located in 8
the United States; and 9
(D) any recommendations for Federal 10
agencies and Congress to encourage an increase 11
in the capacity of petrochemical refineries lo-12
cated in the United States; and 13
(2) make publicly available the report submitted 14
under paragraph (1). 15
