37	18		Be it enacted by the Senate and House of Representa-1
38	19		tives of the United States of America in Congress assembled, 2
39	20		SECTION 1. SHORT TITLE. 3
40	21		This Act may be cited as the ‘‘Researching Efficient 4
41	22		Federal Improvements for Necessary Energy Refining 5
42	23		Act’’ or the ‘‘REFINER Act’’. 6
43		-	SEC. 2. REPORT ON PETROCHEMICAL REFINERIES. 7
44		-	Not later than 90 days after the date of enactment 8
45		-	of this section, the Secretary of Energy shall direct the 9
46		-	National Petroleum Council to— 10
47		-	(1) submit to the Secretary of Energy and Con-11
48		-	gress a report containing— 12
49		-	(A) an examination of the role of petro-13
50		-	chemical refineries located in the United States 14
51		-	and the contributions of such petrochemical re-15
52		-	fineries to the energy security of the United 16
53		-	States, including the reliability of supply in the 17
54		-	United States of liquid fuels and feedstocks, 18
55		-	and the affordability of liquid fuels for con-19
56		-	sumers in the United States; 20
57		-	(B) analyses and projections with respect 21
58		-	to— 22
59		-	(i) the capacity of petrochemical refin-23
60		-	eries located in the United States; 24

69		-	executive actions, regulations, or policies that 6
70		-	have caused or contributed to a decline in the 7
71		-	capacity of petrochemical refineries located in 8
72		-	the United States; and 9
73		-	(D) any recommendations for Federal 10
74		-	agencies and Congress to encourage an increase 11
75		-	in the capacity of petrochemical refineries lo-12
76		-	cated in the United States; and 13
77		-	(2) make publicly available the report submitted 14
78		-	under paragraph (1). 15
