AN ACT
To prohibit individuals who are not citizens of the United
States from voting in elections in the District of Colum-
bia and to repeal the Local Resident Voting Rights
Amendment Act of 2022.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. PROHIBITING VOTING BY NONCITIZENS IN DIS-3
TRICT OF COLUMBIA ELECTIONS. 4
An individual who is not a citizen of the United 5
States may not vote in an election for public office in the 6
District of Columbia or in any ballot initiative or ref-7
erendum in the District of Columbia. 8

SEC. 2. REPEAL OF LOCAL RESIDENT VOTING RIGHTS 1
AMENDMENT ACT OF 2022. 2
The Local Resident Voting Rights Amendment Act 3
of 2022 (D.C. Law 24–242) is repealed, and any provision 4
of law amended or repealed by such Act shall be restored 5
or revived as if such Act had not been enacted into law. 6
