1717 SECTION 1. SHORT TITLE. 3
1818 ‘‘This Act may be cited as the Reinstating Employee 4
1919 Salaries To Original Rates and Entitlements Act’’ or the 5
2020 ‘‘RESTORE Act’’. 6
2121 SEC. 2. BACK PAY FOR REINSTATED EMPLOYEES OF THE 7
2222 DEPARTMENT OF VETERANS AFFAIRS. 8

2424 ACKPAY.—Any individual who was an employee 9
2525 of the Department of Veterans Affairs (including employ-10

3030 due to a promotion) and who was involuntarily removed 2
3131 and subsequently reinstated or appointed to a position at 3
3232 the Department during the period beginning on January 4

3737 IMITATION.—Subsection (a) shall not apply to 8
3838 any individual removed from a political position. 9

4040 OLITICALPOSITIONDEFINED.—In this section, 10
4141 the term ‘‘political position’’ means— 11
4242 (1) a position described under sections 5312 12
4343 through 5316 of title 5, United States Code (relat-13
4444 ing to the Executive Schedule); 14
4545 (2) a noncareer appointee (as that term is de-15
4646 fined in section 3132(a) of such title); or 16
4747 (3) a position in the executive branch of the 17
4848 Government of a confidential or policy-determining 18
4949 character under schedule C of subpart C of part 213 19
5050 of title 5, Code of Federal Regulations. 20
