1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Refugees Using Legal 4
2020 Entry Safely Act’’ or ‘‘RULES Act’’. 5
2121 SEC. 2. MODIFICATION OF ASYLUM ELIGIBILITY. 6
2222 Section 208(a) of the Immigration and Nationality 7
2323 Act (8 U.S.C. 1158(a)) is amended— 8
2424 (1) by amending paragraph (1) to read as fol-9

3434 such a port of entry, apply for asylum in ac-5

5050 ‘‘Subparagraphs (A) and (B)’’ and inserting 20

5252 (E) by redesignating subparagraphs (C) 22
5353 and (E) as subparagraphs (B) and (C), respec-23

6464 without inspection and admission or who has 6
