AN ACT to create 29.591 (1) (e) of the statutes; relating to: hunter education
requirements for persons under the age of 18 and granting rule-making
authority.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Natural Resources to offer in-person and
online hunter education for persons under the age of 18.  The bill also requires
persons under the age of 18 to attend an in-person field training session and
complete a certification exam following completion of the in-person or online course
of instruction.  The bill also requires DNR to promulgate rules establishing the
curriculum, length, and fee for the courses.
Under current law, DNR must establish a hunter education program and bow
hunter education program that provide instruction in the responsibilities of hunters,
how to recognize threatened and endangered species, and principles of wildlife
management and conservation.  DNR is required to offer an online course of
instruction for persons age 18 and older.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SECTION 1 ASSEMBLY BILL 270
SECTION 1.  29.591 (1) (e) of the statutes is created to read:
29.591 (1) (e)  The department shall offer an in-person and online course of
instruction under the hunter education program to persons under the age of 18.  The
department shall require persons under the age of 18 to attend an in-person field
training session and complete a certification exam following completion of the
in-person or online course of instruction.  The department shall promulgate rules
establishing the curriculum, length, and fee for the courses of instruction offered
under this paragraph.
