9	9	AN ACT relating to: healthy aging grants and making an appropriation.

11	11	This bill directs the Department of Health Services to allocate as a grant
12	12	$378,000 in each fiscal year of the 2023-25 fiscal biennium to a private, nonprofit
13	13	entity that conducts certain activities related to healthy aging, including
14	14	coordinating the implementation of evidence-based health promotion programs to
15	15	support healthy aging; serving as a statewide clearinghouse on evidence-based falls
16	16	injury, disease prevention, self-management, and health promotion programs;
17	17	providing training and technical assistance to the staff of county departments,
18	18	administering agencies, and other providers of services to aging populations; and
19	19	collecting and disseminating information on falls injury, disease prevention, and
20	20	health promotion in healthy aging populations.
21	21	For further information see the state fiscal estimate, which will be printed as
22	22	an appendix to this bill.
23	23	The people of the state of Wisconsin, represented in senate and assembly, do
24	24	enact as follows:
25	25	SECTION 1.0Nonstatutory provisions.
26	26	(1) HEALTHY AGING GRANT. From the appropriation under s. 20.435 (1) (a), the
27	27	department of health services shall allocate as a grant $378,000 in each fiscal year

34	34	of the 2023-25 fiscal biennium to a private, nonprofit entity that conducts all of the
35	35	following activities:
36	36	(a) Implementing and coordinating efforts to reduce older adult falls through
37	37	the Falls Free Wisconsin initiative to raise awareness of falls prevention strategies,
38	38	provide tools and resources to reduce falls, and support local falls prevention
39	39	initiatives with a focus on partnerships between aging services, public safety
40	40	services, and health care providers to reduce the burden and costs.
41	41	(b) Coordinating the implementation of evidence-based health promotion
42	42	programs to support healthy aging.
43	43	(c) Serving as a statewide clearinghouse on evidence-based falls injury, disease
44	44	prevention, self-management, and health promotion programs.
45	45	(d) Providing training and technical assistance to the staff of county
46	46	departments, administering agencies, and other providers of services to aging
47	47	populations.
48	48	(e) Collecting and disseminating information on falls injury, disease
49	49	prevention, and health promotion in healthy aging populations.
50	50	(f) Coordinating public awareness activities related to falls injury, disease
51	51	prevention, and health promotion in aging populations.
52	52	(g) Advising the department of health services on public policy issues
53	53	concerning falls injury, disease prevention, and health promotion in aging.
54	54	SECTION 2.0Fiscal changes.
55	55	(1) HEALTHY AGING GRANT. In the schedule under s. 20.005 (3) for the
56	56	appropriation to the department of health services under s. 20.435 (1) (a), the dollar
57	57	amount for fiscal year 2023-24 is increased by $378,000 and the dollar amount for

86	86	fiscal year 2024-25 is increased by $378,000 to award the grants under SECTION 1 (1)

88	88	SECTION 3.0Effective date.
89	89	(1) This act takes effect on the day after publication, or on the 2nd day after
90	90	publication of the 2023 biennial budget act, whichever is later.
