AN ACT relating to: healthy aging grants and making an appropriation.

This bill directs the Department of Health Services to allocate as a grant
$378,000 in each fiscal year of the 2023-25 fiscal biennium to a private, nonprofit
entity that conducts certain activities related to healthy aging, including
coordinating the implementation of evidence-based health promotion programs to
support healthy aging; serving as a statewide clearinghouse on evidence-based falls
injury, disease prevention, self-management, and health promotion programs;
providing training and technical assistance to the staff of county departments,
administering agencies, and other providers of services to aging populations; and
collecting and disseminating information on falls injury, disease prevention, and
health promotion in healthy aging populations.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SECTION 1.0Nonstatutory provisions.
(1) HEALTHY AGING GRANT. From the appropriation under s. 20.435 (1) (a), the
department of health services shall allocate as a grant $378,000 in each fiscal year

of the 2023-25 fiscal biennium to a private, nonprofit entity that conducts all of the
following activities:
(a) Implementing and coordinating efforts to reduce older adult falls through
the Falls Free Wisconsin initiative to raise awareness of falls prevention strategies,
provide tools and resources to reduce falls, and support local falls prevention
initiatives with a focus on partnerships between aging services, public safety
services, and health care providers to reduce the burden and costs.
(b) Coordinating the implementation of evidence-based health promotion
programs to support healthy aging.
(c) Serving as a statewide clearinghouse on evidence-based falls injury, disease
prevention, self-management, and health promotion programs.
(d) Providing training and technical assistance to the staff of county
departments, administering agencies, and other providers of services to aging
populations.
(e) Collecting and disseminating information on falls injury, disease
prevention, and health promotion in healthy aging populations.
(f) Coordinating public awareness activities related to falls injury, disease
prevention, and health promotion in aging populations.
(g) Advising the department of health services on public policy issues
concerning falls injury, disease prevention, and health promotion in aging.
SECTION 2.0Fiscal changes.
(1) HEALTHY AGING GRANT. In the schedule under s. 20.005 (3) for the
appropriation to the department of health services under s. 20.435 (1) (a), the dollar
amount for fiscal year 2023-24 is increased by $378,000 and the dollar amount for

fiscal year 2024-25 is increased by $378,000 to award the grants under SECTION 1 (1)
of this act.
SECTION 3.0Effective date.
(1) This act takes effect on the day after publication, or on the 2nd day after
publication of the 2023 biennial budget act, whichever is later.
