The amendment has the potential to decrease or increase the number
of reviews conducted annually under the health insurance benefit
review program. Regardless of which impact prevails, the amendment
does not change the net fiscal impact to the state because any change in
contract costs to the Insurance Department resulting from the
amendment would be offset by an equal change in revenue from
domestic insurers to the Insurance Fund.
