14-AN ACT ESTABLISHING A TASK FORCE TO STUDY THE
15-OPERATIONS OF THE DEPARTMENT OF CONSUMER PROTECTION.
18+AN ACT CONCERNING CONSUMER BILLS AND ESTABLISHING A
19+TASK FORCE TO STUDY THE OPERATIONS OF THE DEPARTMENT
20+OF CONSUMER PROTECTION.
1621 Be it enacted by the Senate and House of Representatives in General

19-Section 1. (Effective from passage) (a) There is established a task force 1
20-to study the operations of the Department of Consumer Protection. 2
21-(b) The task force shall consist of the following members: 3
22-(1) Two appointed by the speaker of the House of Representatives; 4
23-(2) Two appointed by the president pro tempore of the Senate; 5
24-(3) One appointed by the majority leader of the House of 6
25-Representatives; 7
26-(4) One appointed by the majority leader of the Senate; 8
27-(5) One appointed by the minority leader of the House of 9
28-Representatives; 10
29-(6) One appointed by the minority leader of the Senate; and 11
30-(7) The Commissioner of C onsumer Protection, or the 12
31-commissioner's designee. 13
32-(c) Any member of the task force appointed under subdivision (1), 14 Substitute Bill No. 1059
24+Section 1. (NEW) (Effective October 1, 2023) (a) For the purposes of this 1
25+section: 2
26+(1) "Consumer" means an individual who is a resident of this state 3
27+and a recipient, or a prospective recipient, of consumer goods or 4
28+services; 5
29+(2) "Consumer bill" means a bill or invoice for consumer goods or 6
30+services delivered or provided to a consumer by, or on behalf of, a 7
31+person doing business in this state; 8
32+(3) "Consumer goods or services" means articles or services that are 9
33+purchased, leased, exchanged or received primarily for personal, family 10
34+or household purposes; and 11
35+(4) "Person" means an individual, a corporation, a partnership, a 12
36+limited liability company, an association, a joint stock company, a 13
37+business trust, an unincorporated organization or other legal entity. 14 Raised Bill No. 1059

39-(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 15
40-of the General Assembly. 16
41-(d) All initial appointments to the task force shall be made not later 17
42-than thirty days after the effective date of this section. Any vacancy 18
43-shall be filled by the appointing authority. 19
44-(e) The speaker of the House of Representatives and the president 20
45-pro tempore of the Senate shall select the chairpersons of the task force 21
46-from among the members of the task force. Such chairpersons shall 22
47-schedule the first meeting of the task force, which shall be held not 23
48-later than sixty days after the effective date of this section. 24
49-(f) The administrative staff of the joint standing committee of the 25
50-General Assembly having cognizance of matters relating to consumer 26
51-protection shall serve as administrative staff of the task force. 27
52-(g) Not later than January 1, 2024, the task force shall submit a 28
53-report on its findings and recommendations to the joint standing 29
54-committee of the General Assembly having cognizance of matters 30
55-relating to consumer protection, in accordance with the provisions of 31
56-section 11-4a of the general statutes. The task force shall terminate on 32
57-the date that it submits such report or January 1, 2024, whichever is 33
58-later. 34

43+(b) Each person doing business in this state that delivers or provides 15
44+consumer goods or services to consumers and issues, or causes to be 16
45+issued, consumer bills in an electronic form shall provide to any 17
46+consumer, on such consumer's request, consumer bills in paper form. 18
47+No such person shall impose, or cause to be imposed, any charge or fee 19
48+for providing any such consumer bill in paper form. 20
49+(c) The Commissioner of Consumer Protection may adopt 21
50+regulations, in accordance with the provisions of chapter 54 of the 22
51+general statutes, to carry out the purposes of this section. 23
52+Sec. 2. (Effective from passage) (a) There is established a task force to 24

97+To (1) require certain persons doing business in this state to provide bills
98+to certain consumers in paper form, (2) provide that certain persons
99+doing business in this state shall not impose any charge or fee for
100+providing bills to consumers in paper form, and (3) establish a task force
101+to study the operations of the Department of Consumer Protection.
