A bill to be entitled 1 
An act relating to the Florida Postsecondary Student 2 
Assistance Grant Program; amending s. 1009.52, F.S.; 3 
expanding eligibility for the Florida Postsecondary 4 
Student Assistance Grant Program to certain students 5 
accepted at a competency -based, nonprofit virtual 6 
postsecondary institution that meets specified 7 
criteria; providing that certain students enrolled in 8 
an aviation maintenance school that meet specified 9 
criteria are eligible for an award regardless of the 10 
number of clock hours required by the school's 11 
curriculum; providing an effective date. 12

Be It Enacted by the Legislature of the State of Florida: 14 
 15 
 Section 1.  Paragraphs (b) through (f) of subsect ion (2) of 16 
section 1009.52, Florida Statutes, are redesignated as 17 
paragraphs (c) through (g), respectively, present paragraphs (b) 18 
and (c) are amended, and a new paragraph (b) is added to that 19 
subsection, to read: 20 
 1009.52  Florida Postsecondary Student As sistance Grant 21 
Program; eligibility for grants. — 22 
 (2)  Florida postsecondary student assistance grants may be 23 
made to students who meet the general requirements for student 24 
eligibility as provided in s. 1009.40, except as otherwise 25

provided in this section . Such grants shall be awarded for the 26 
amount of demonstrated unmet need for tuition and fees and may 27 
not exceed the maximum annual award amount specified in the 28 
General Appropriations Act. A demonstrated unmet need of less 29 
than $200 shall render the appli cant ineligible for a Florida 30 
postsecondary student assistance grant. 31 
 (b)  Awards may be made to full -time degree-seeking 32 
students who have been accepted to a competency -based, nonprofit 33 
virtual postsecondary institution that is accredited by a member 34 
of the Council of Regional Accrediting Commissions, was created 35 
by the governors of several states, and which employs a Florida 36 
chancellor responsible for state and local workforce 37 
coordination and financial aid reporting to the department. 38 
 (c)(b) Awards may be made to full-time certificate-seeking 39 
students who have been accepted at an aviation maintenance 40 
school that is located in this state, certified by the Federal 41 
Aviation Administration, and licensed by the Commission for 42 
Independent Education , regardless of the number of clock hours 43 
required by the school's curriculum . Such student's eligibility 44 
for the renewal of an award shall be evaluated at the end of the 45 
completion of 900 clock hours, and, as a condition of renewal, 46 
the student shall meet the requi rements under s. 1009.40(1)(b). 47 
 (d)(c) If funds are available, a student who received an 48 
award in the fall or spring term may receive an award in the 49 
summer term. Priority in the distribution of summer awards shall 50

be given to students who are within one semester, or equivalent, 51 
of completing a degree or certificate program. No student may 52 
receive an award for more than the equivalent of 9 semesters or 53 
14 quarters of full-time enrollment, except as otherwise 54 
provided in s. 1009.40(3). A student specified in paragraph (c) 55 
(b) is eligible for an award of up to 110 percent of the number 56 
of clock hours required to complete the program in which the 57 
student is enrolled. 58 
 Section 2.  This act shall take effect July 1, 2022. 59
