| 30 | 30 | | the safety and welfare concerns caused by attacks on persons or 17 |

| 32 | 32 | | requirements on owners of dogs that have bitten or attacked 19 |

| 33 | 33 | | persons or domestic animals, or developing procedures and 20 |

| 34 | 34 | | criteria for the implementation of this act, provided that no 21 |

| 35 | 35 | | such regulation is specific to breed , weight, or size and that 22 |
