An act relating to the authorization of restrictions 2
concerning dogs; amending s. 767.14, F.S.; authorizing 3
public housing authorities to adopt certain policies 4
relating to dogs; restricting the types of ordinances 5
and policies that may be adopted; removing an 6
exemption for local breed -specific ordinances adopted 7
before a specified date; providing an effective date. 8

Be It Enacted by the Legislature of the Sta te of Florida: 10

Section 1. Section 767.14, Florida Statutes, is amended to 12
read: 13
767.14 Additional local restrictions authorized. —This act 14
does not limit any local government or public housing authority 15
from adopting an ordinance or a policy, respect ively, to address 16
the safety and welfare concerns caused by attacks on persons or 17
domestic animals, placing further restrictions or additional 18
requirements on owners of dogs that have bitten or attacked 19
persons or domestic animals, or developing procedures and 20
criteria for the implementation of this act, provided that no 21
such regulation is specific to breed , weight, or size and that 22
the provisions of this act are not lessened by such additional 23
regulations or requirements. This section does not apply to any 24
local ordinance adopted prior to October 1, 1990. 25

Section 2. This act shall take effect October 1, 2023. 26
