A bill to be entitled 1 
An act relating to a Florida Museum of Black History; 2 
creating s. 267.0722, F.S.; creating a Florida Museum 3 
of Black History Task Force within the Division of 4 
Historical Resources of the Department of State; 5 
providing for the appointment of task force members by 6 
the Legislature; prohibiting compensation for members 7 
of the task force; providing that task force members 8 
are entitled to receive reimbursement for per diem and 9 
travel expenses; requiring the division to provide 10 
staff and authorizing the division to expend funds as 11 
necessary to assist the task force; requiring the task 12 
force to develop certain plans and recommendations; 13 
requiring the task force to submit a report to the 14 
Governor and the Legislature before a certain date; 15 
providing for the expiration of the task force; 16 
requiring the division, at the direction of the 17 
Legislature, to oversee the construction, operation, 18 
and administration of a Florida Museum of Black 19 
History; requiring the Legislature to provide certain 20 
appropriations to the division; providing an effective 21 
date. 22

 Section 1.  Section 267.0722, Florida Statutes, is created 26 
to read: 27 
 267.0722  Florida Museum of Black History. — 28 
 (1)  There is created within the division the Florida 29 
Museum of Black History Task Force for the purpose of providing 30 
recommendations to the division for the planning, construction, 31 
operation, and administr ation of a Florida Museum of Black 32 
History. The museum shall be a multipurpose facility capable of 33 
generating self-sustaining revenues, with meeting rooms, a 250 34 
to 500 seat banquet hall, a banquet kitchen, and a performing 35 
arts theater that shall be made available for private events. 36 
 (2)  The members of the task force shall be appointed by 37 
the President of the Senate and the Speaker of the House of 38 
Representatives. 39 
 (3)  Members of the task force shall serve without 40 
compensation or honorarium but shall be entitled to receive 41 
reimbursement for per diem and travel expenses as provided in s. 42 
112.061. 43 
 (4)  The division shall provide the task force with staff 44 
and may expend funds as necessary to assist the task force in 45 
the performance of its duties. 46 
 (5)  The task force shall develop the following: 47 
 (a)  Plans for the location, design, and construction of 48 
the museum. 49 
 (b)  Recommendations for the operation and administration 50

of the museum upon completion of construction. 51 
 (c)  A marketing plan that may be exec uted by the Florida 52 
Tourism Industry Marketing Corporation to promote the museum. 53 
 (d)  A transition plan under which the museum will become 54 
financially self-sufficient. 55 
 (e)  Recommendations for exhibits, installations, and 56 
educational materials that comp lement and support required 57 
instruction provided in public schools in accordance with s. 58 
1003.42(2)(h). The recommendations must include materials 59 
relating to: 60 
 1.  The Tuskegee Airmen, in Tuskegee, Alabama, and at Dale 61 
Mabry Army Air Field in Tallahassee, and a replica of a "Red 62 
Tail" World War II aircraft flown by the Tuskegee Airmen. 63 
 2.  General Daniel "Chappie" James, Jr., of Pensacola. 64 
 3.  The history of slavery in the state. 65 
 4.  The history of Jim Crow in the state. 66 
 5.  The Groveland Four. 67 
 6.  Ax Handle Saturday in Jacksonville. 68 
 7.  Zora Neale Hurston. 69 
 8.  Notable African Americans in this state. 70 
 9.  The Tallahassee bus boycott. 71 
 10.  Dr. Mary McLeod Bethune, including the founding of 72 
Bethune Cookman University. 73 
 11.  The history of historicall y black colleges and 74 
universities in this state. 75

 12.  The inherent worth and dignity of human life, with a 76 
focus on the prevention of genocide. 77 
 (6)  Before July 1, 2024, the task force shall submit a 78 
report detailing its plans and recommendations to the Governor, 79 
the President of the Senate, the Speaker of the House of 80 
Representatives, the Minority Leader of the Senate, and the 81 
Minority Leader of the House of Representatives. Upon submission 82 
of the report, the task force shall expire. 83 
 (7)  After receiving the report of the task force, the 84 
Legislature shall direct the division to oversee the 85 
construction, operation, and administration of the museum. 86 
 (8)  The Legislature shall provide to the division a 87 
$500,000 appropriation for the planning, construction, 88 
operation, and administration of the museum, and annually 89 
thereafter shall provide to the division a $1 million 90 
appropriation for the operation and administration of the 91 
museum. 92 
 Section 2.  This act shall take effect July 1, 2023. 93
