5252 267.0722 Florida Museum of Black History. — 27
5353 (1) There is created within the division the Florida 28
5454 Museum of Black History Task Force for the purpose of providing 29
5555 recommendations to the division for the planning, construction, 30
5656 operation, and administration of a Florida Museum of Black 31
5757 History. The museum shall be a multipurpose facility capable of 32
5858 generating self-sustaining revenues, with archival research and 33
5959 storage facilities, meeting rooms, full service banquet 34
6060 facilities that include a kitchen capable of serving at least 35
6161 250 people at a single eve nt, and a performing arts theater that 36
6262 shall be made available for private events. 37
6363 (2) The task force shall be composed of nine members. 38
6464 Three members shall be appointed by the Governor, three members 39
6565 shall be appointed by the President of the Senate, an d three 40
6666 members shall be appointed by the Speaker of the House of 41
6767 Representatives. At least three of the appointed members must 42
6868 have 5 or more years of experience in one of the following 43
6969 areas: tenured faculty in history at a Florida public or private 44
7070 university; historical research and publication; archival design 45
7171 or preservation; multipurpose public building design or 46
7272 construction; the hospitality and service industry; business; 47
7373 finance; marketing; law; or education. All appointments shall be 48
7474 made no later than July 31, 2023. 49
7575 (3) Members of the task force shall serve without 50

9191 (4) The division shall provide the task force with staff 54
9292 and expend funds as necessary to assist the task force in the 55
9393 performance of its duties. 56
9494 (5) The task force shall develop the following: 57
9595 (a) Plans for the location, design, and construction of 58
9696 the museum and all necessary facilities. 59
9797 (b) Recommendations for the operation and administration 60
9898 of the museum upon completion of construction. 61
9999 (c) A marketing plan that may be executed by the Florida 62
100100 Tourism Industry Marketing Corporation to promote the museum. 63
101101 (d) A transition plan under which the museum will become 64
102102 financially self-sufficient. 65
103103 (e) Recommendations for archival and artifact acquisition, 66
104104 preservation, and research; exhibits; installations; and 67
105105 educational materials that complement and support required 68
106106 instruction provided in pub lic schools in accordance with s. 69
107107 1003.42(2)(h). The recommendations must include materials 70
108108 relating to: 71
109109 1. The role of African -American participation in defending 72
110110 and preserving Florida and the United States, including, by way 73
111111 of example and without limitation, the contributions of the 74
112112 residents of Fort Mose, the Tuskegee Airmen, and all African -75

135135 (6) Before July 1, 2024, the task force shall submit a 86
136136 report detailing its plans and recommendations to the Governor, 87
137137 the President of the Senate, the Speaker of the House of 88
138138 Representatives, the Minority Leader of the Senate, and the 89
139139 Minority Leader of t he House of Representatives. Upon submission 90
140140 of the report, the task force shall expire. 91
141141 (7) After receiving the report of the task force, the 92
142142 Legislature may consider legislation pertaining to the 93
143143 commissioning, construction, operation, and administrati on of 94
144144 the museum. 95
145145 Section 2. This act shall take effect July 1, 2023. 96
