2525 Be It Enacted by the Legislature of the State of Florida: 12

2727 Section 1. Subsection (11) of section 409.1451, Florida 14
2828 Statutes, is renumbered as subsection (12), paragraph (a) of 15
2929 subsection (3) is am ended, and a new subsection (11) is added to 16
3030 that section, to read: 17
3131 409.1451 The Road-to-Independence Program. — 18
3232 (3) AFTERCARE SERVICES. — 19
3333 (a)1. Aftercare services are available to a young adult 20
3434 who has reached 18 years of age but is not yet 23 years o f age 21
3535 who, having been placed by a court pursuant to chapter 39, has 22
3636 lived in out-of-home care for at least 6 months after he or she 23
3737 turned 14 years of age. A young adult who receives services and 24
3838 support under subsection (2) or s. 39.6251 is only eligible for 25

5151 aftercare services that are not otherwise covered or provided 26
5252 under subsection (2) or s. 39.6251. and is: 27
5353 a. Not in foster care. 28
5454 b. Temporarily not receiving financial assistance under 29
5555 subsection (2) to pursue postsecondary education. 30
5656 2. Subject to available funding, aftercare services as 31
5757 specified in subparagraph (b)8. are also available to a young 32
5858 adult who is between the ages of 18 and 22, is receiving 33
5959 financial assistance under subsection (2), is experiencing an 34
6060 emergency situation, and whose resources are insufficient to 35
6161 meet the emergency situation. Such assistance shall be in 36
6262 addition to any amount specified in paragraph (2)(b). 37
6363 (11) Notwithstanding the eligibility criteria or 38
6464 availability of services and support under subsections (2) and 39
6565 (3), the department may distribute federal funds to all young 40
6666 adults deemed eligible by the funding source in the event of a 41
6767 state of emergency declared by executive order or proclamation 42
6868 of the Governor pursuant to chapter 252 or the President of the 43
6969 United States. 44
7070 Section 2. This act shall take effect July 1, 2024. 45
