An act relating to verification of eligibility for 2 
homestead exemption; creating s. 196.092, F.S.; 3 
requiring the Department of Revenue to provide a form 4 
for a specified purpose; authorizing property 5 
appraisers to provide tentative verification of 6 
eligibility for specified exemptions and discounts 7 
under certain conditions; requiring such form to 8 
indicate specified information; prohibiting specified 9 
decisions from certain review; providing an effective 10 
date. 11

Be It Enacted by the Legislature of the State of Florida: 13 
 14 
 Section 1.  Section 196.092, Florida Statutes, is created 15 
to read: 16 
 196.092  Verification of eligibility for certain disabled 17 
veterans and surviving spouses. —The Department of Revenue shall 18 
provide a form that a county property appraiser may use, at his 19 
or her discretion, to provide a person with tentative 20 
verification of such person's eligibility to receive an 21 
exemption or a discount und er s. 196.081, s. 196.082, or s. 22 
196.091, after submission by such person of the forms, 23 
documentation, and other proof necessary to qualify for the 24 
relevant exemption or discount after purchase of a homestead 25

property. The form must indicate that such tent ative 26 
verification of eligibility is not binding upon the county 27 
property appraiser and that the person must comply with the 28 
annual application requirements of s. 196.011 and the 29 
requirements of s. 196.081, s. 196.082, or s. 196.091 in order 30 
to receive the exemption or discount authorized by those 31 
provisions. Decisions by a county property appraiser regarding 32 
whether to consider a request for tentative verification of 33 
eligibility for an exemption under this section; or a person's 34 
apparent eligibility to rec eive an exemption or a discount under 35 
s. 196.081, s. 196.082, or s. 196.091 after submission by such 36 
person of the forms, documentation, and other proof necessary to 37 
qualify for the relevant exemption or discount after purchase of 38 
a homestead property; are not subject to administrative or 39 
judicial review under chapter 194. 40 
 Section 2.  This act shall take effect July 1, 2024. 41
