A bill to be entitled 1 
An act relating to patriotic organizations; creating 2 
s. 1001.433, F.S.; defining the term "patriotic 3 
organization"; authorizing school districts to allow 4 
representatives of patriotic organizations certain 5 
opportunities to speak to students, distribute certain 6 
materials, and provide certain displays relating to 7 
the patriotic organizations; requiring certain school 8 
districts to provide the date and time for s uch 9 
patriotic organizations to speak with students, 10 
distribute materials, and provide certain displays; 11 
authorizing patriotic organizations to be provided 12 
certain access to school buildings and properties 13 
under certain circumstances; providing applicabilit y; 14 
providing an effective date. 15

Be It Enacted by the Legislature of the State of Florida: 17 
 18 
 Section 1.  Section 1001.433, Florida Statutes, is created 19 
to read: 20 
 1001.433  Patriotic Organizations. — 21 
 (1)  As used in this section, the term "patriotic 22 
organization" means a youth membership organization serving 23 
young people under the age of 21 that is listed in Title 36, 24 
U.S.C., as it existed on January 1, 2020, with an educational 25

purpose that promotes patriotism and civic involvement. 26 
 (2)(a)  Each school district may: 27 
 1.  Allow a representative of a patriotic organization the 28 
opportunity, during school hours and instructional time, to 29 
speak with and distribute materials in a classroom setting to 30 
students to encourage participation in the patriotic 31 
organization and its activities and inform students of how the 32 
patriotic organization may further the students' educational 33 
interests and civic involvement to better the students' school 34 
and community and themselves. 35 
 2.  Provide opportunities for a patriotic organization to 36 
have displays at schools within the district to provide 37 
opportunities for student recruitment. Such displays may include 38 
informational flyers and the use of other existing communication 39 
channels. 40 
 (b)  If a school district authorizes a repr esentative of a 41 
patriotic organization to speak with and distribute materials to 42 
students and provide displays pursuant to paragraph (a), the 43 
school district must provide a specific day and time for the 44 
patriotic organization to speak to students at school s within 45 
the district after the patriotic organization has provided 46 
reasonable notice of its intent to speak to students and provide 47 
displays. 48 
 (3)  A patriotic organization may be allowed the use of any 49 
school building or property for the purposes of para graphs 50

(2)(a) and (b), if such activities occur outside of the school 51 
day. 52 
 (4)  A school district that allows a patriotic organization 53 
to speak with and distribute materials to students or use school 54 
buildings or property pursuant to this section is not r equired 55 
to provide equal access to an organization that is not 56 
designated as a patriotic organization. 57 
 Section 2.  This act shall take effect July 1, 2024. 58
