Requires the Metropolitan transportation authority to hold an annual public seminar on new innovations that provide opportunities to discover new and emerging methods as such relate to the purpose of the Metropolitan transportation authority.
Directs the New York State Department of Transportation, in conjunction with the New York State Energy Research and Development Authority and the New York Power Authority, to promulgate rules and regulations for the standardization of public charging stations for electric vehicles.
Provides that if any employee, engaged in the service of any commuter rail service owned or operated by the authority or its subsidiaries, shall suffer a physical and/or mental injury that is caused by a passenger, customer or member of the public while the employee is performing an assigned duty, the employer shall be held liable for any health care costs attributable to such injury; makes related provisions.
Relates to owner liability for failure of operators to comply with toll collection regulations; requires public authorities to send a notice to owners upon incurring an obligation to pay a toll; provides for the adjudication of such liability and defenses to an allegation of liability; repeals certain provisions of law relating thereto.
Authorizes political subdivisions to establish demonstration programs implementing railroad grade crossing monitoring systems by means of photo devices.
Alters the definition of "drug" in the vehicle and traffic law to include any substance or combination of substances that impair, to any extent, physical or mental abilities; defines impairment and intoxication; provides that refusal to submit to a breath test and/or oral/bodily fluid test shall be a traffic infraction; makes related provisions.
Requires fares for paratransit services providing public transportation for eligible individuals with disabilities or health conditions that prevent them from using public buses and subways for some or all of their trips, to be made available at the same fares for individuals with disabilities or health conditions who are able to utilize public buses and subways.
Relates to human trafficking awareness and training for public transit employees; mandates displaying human trafficking resource materials created by the state public transportation safety board and the department of transportation in all public transit modes of transportation.
Authorizes the department of motor vehicles to issue standard drivers' licenses; restricts what information can be retained and given out on those applying or holding standard drivers' licenses.
Requires TNC passengers, prior to using a digital network, to acknowledge a legal notice that states: "IF YOU CLICK HERE, YOU GIVE UP YOUR RIGHT TO SUE US IN COURT".
