Establishes the congressional chartered veterans service organizations fund; provides for gifts made to such fund on an individual's personal income tax return.

Relates to Gold Star families; provides for the equitable treatment for all parents, spouses and minor children of service members who are killed in action and family members of service members killed during peacetime.
Relates to academic credit for veterans with regard to credit for SUNY and CUNY college credits for courses that were part of the student veterans' military training.
Makes a proclamation extending a local state of emergency issued by the chief executive subject to the approval of the local governing body of the applicable county, city, town or village; provides that all orders issued by a local board of health shall be effective for a period of five days; requires approval by the applicable local governing body for each extension thereof.
Authorizes a real property tax exemption for certain eligible reservists upon adoption of a local law, ordinance or resolution providing therefor; requires property of such eligible reservists to be his or her primary residence; requires such reservist must have retained his or her active duty status for at least 90 consecutive days to claim such tax exemption.
Relates to exemptions available to veterans; requires school districts to provide the veterans alternative exemption; establishes that costs associated with such exemption shall be borne by the state.
