Enacts the "safer weapons, safer homes act"; requires the division of criminal justice services to study the technological viability of personalized firearms; defines personalized firearms; requires the division to report to the governor and the legislature on the results of the study.
Requires certain watercraft, aircrafts, and trains to use clean energy, including ensuring such vehicles are zero-emissions; requires NYSERDA to study zero-emission commercial vehicles, the use of renewable energy in publicly funded airports, and the use of sustainable aviation fuel; requires NYSERDA to administer a grant program to flying schools and clubs that install charging infrastructure.
Provides for adjustment of the maximum income threshold for eligibility for the senior citizen rent increase exemption (SCRIE), disability rent increase exemption (DRIE), senior citizen homeowners' exemption (SCHE), and disabled homeowners' exemption (DHE) by any increase in the consumer price index (CPI).
Establishes extended producer responsibility for household appliances and refrigerants; provides that no later than December 31, 2027, producers shall submit a plan to the department of environmental conservation for the establishment of a collection program for certain covered products.

Enacts a mattress collection program; requires mattress producers to establish a plan for the convenient and cost-effective recycling of used mattresses.
Enacts the "packaging reduction and recycling infrastructure act" to require companies selling, offering for sale, or distributing packaging materials and products to register with a packaging reduction organization to develop a packaging reduction and recycling plan.
Relates to the development and posting of a senior trail guide that identifies walking and hiking opportunities for active seniors within the state park system and along public non-motorized multi-use trails within the state.
Requires the Office of Parks, Recreation and Historic Preservation to establish standards for the closing of segments of trails on the Empire state trail, and provide notice of such closings to the public.
Relates to the provision of patient health information and medical records; expands the definition of medical records to include all health related records; prohibits fees for providing certain records.
