An Act relating to meat inspections; authorizing the 
Oklahoma Department of Agriculture, Food, and 
Forestry to fund universities' and colleges' research 
methods of remote viewing or other digital 
inspection; requiring the Departme nt to apply for use 
of inspection technology from the applicable federal 
agency; providing for promulgation of rules for 
universities and colleges to implement a pilot 
program; limiting remote inspections to intrastate 
commerce unless otherwise app roved; requiring the 
Department, universities, and colleges to keep videos 
confidential; providing for codification; and 
providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new sectio n of law to be codified 
in the Oklahoma Statutes as Section 6 -181.1 of Title 2, unless the re 
is created a duplication in numbering, reads as follows:

A. The Oklahoma Department of Agriculture, Food, and Forestry 
is hereby authorized to fund universities a nd colleges within The 
Oklahoma State System of Higher Education to research methods of 
remote viewing and other digital inspection technology for meat and 
poultry product inspec tions, provided that there is available 
funding. 
B.  If the Department determi nes that there is a suitable method 
of remote viewing or other digital inspection technolo gy upon 
completion of the review of the research by the universities and 
colleges, then the Department shall make application to th e federal 
agency governing meat and poultry inspections to request use of the 
technology. 
C.  Upon approval by the federal ag ency governing meat and 
poultry inspections, the Department shall promulgate rules to 
implement the use of remote viewing or other di gital inspection 
technology for a pilot program to be co nducted by universities and 
colleges researching the feasibility of such program and technology. 
D.  The use of remote viewing or other digital inspection 
technology shall be restricted to inspections of meat and po ultry 
products sold only in intrastate co mmerce, unless the federal agency 
governing meat and poultry inspec tions approves it for interstate 
commerce.

E.  The videos from remote viewing or digital inspection 
obtained pursuant to this section shall be kept c onfidential by the 
Department and any un iversity or college conducting research . 
SECTION 2. This act shall become effective November 1, 2022.
