28149 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

30150 SECTION 1. NEW LAW A new section of law to be codified
31151 in the Oklahoma Statu tes as Section 510.3 of Title 70, unless there
32152 is created a duplication in numbering, reads as follows:

34153 A. As used in this section, “military -connected student” means
35154 a student enrolled in a public school who is a dependent of a
36155 current or former member o f:
37-
38156 1. The United States military;
39-
40157 2. The Oklahoma National Guard; or
41-
42158 3. A reserve force of the United States military.

44159 B. Beginning with the 2022 -2023 school year, the State
45160 Department of Education shall designate a school district campus as
46-

48161 a Purple Star Campus if the campus applies and qualifies for the
49162 designation pursuant to this section.

51189 C. To qualify as a Purple Star Campus, a school district or
52190 individual campus shall:

54191 1. Designate a school employee as a military liaison whose
55192 duties include:
56-
57193 a. identifying military -connected students enrolled at
58194 the campus,
59-
60195 b. serving as the point of contact between the campus and
61196 military-connected students and their families,
62-
63197 c. determining appropriate campus services available to
64198 military-connected students, and
65-
66199 d. assisting in coordinating campus programs relevant to
67200 military-connected students;

69201 2. Maintain on the campus website an easily accessible web page
70202 that includes resources for military -connected students and their
71203 families including information reg arding:

73204 a. relocation to, enrollment at, registration at and
74205 transferring records to the campus,
75-
76206 b. academic planning, course sequences and advanced
77207 classes available at the campus,
78-
79208 c. counseling and other support services available for
80209 military-connected students enrolled at the campus,
81210 and

83211 d. the military liaison and his or her duties designated
84212 pursuant to paragraph 1 of this subsection;

86239 3. Maintain a transition program led by students, where
87240 appropriate, that assists military -connected students in
88241 transitioning into the campus;

92242 4. Offer professional development for school employees on
93243 issues related to military -connected students; and

95244 5. Offer at least one of the following initiatives:

97245 a. a resolution showing support for military -connected
98246 students and their families,

100247 b. recognition of the Month of the Military Child or
101248 Military Family Month with relevant events hosted by
102249 the campus, or
103-
104250 c. a partnership with a local military installation that
105251 provides opportunities for active duty military
106252 members to volunteer at the campus, speak at an
107253 assembly or host a field trip.

109254 D. The State Board of Education shall promulgate rules to
110255 implement the provisions of this section.

112256 SECTION 2. This act shall become effective November 1, 2021.
