An Act ENROLLED SENATE BILL NO. 509 By: Matthews, Coleman, Bullard, and Jett of the Senate and Lowe (Jason), Waldron, Munson, and Luttrell of the House An Act relating to the Oklahoma Historical Society; creating the Oklahoma Civil Rights Trail Grant Program; providing short title; directing certain board to develop procedures and promulgate rules; creating the Oklahoma Civil Rights Trail Revolving Fund; providing for codification; providing an effective date; and declaring an emergency. SUBJECT: Oklahoma Historical Society BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 501 of Title 53, unless there is created a duplication in nu mbering, reads as follows: This act shall be known and may be cited as the “Oklahoma Civil Rights Trail Grant Program ”. SECTION 2. NEW LAW A new sectio n of law to be codif ied in the Oklahoma Statutes as Section 502 of Title 53, unless there is created a duplication in numbering, reads as follows: A. There is hereby created wit hin the Oklahoma Historical Society the Oklahoma Civil Rights Trail Gr ant Program to provide financial assistance for the preservation of the Oklahoma Civil Rights Trail. ENR. S. B. NO. 509 Page 2 B. The Board of Directors of the Oklahoma Historical Society shall develop procedures and promulgate rules to disburse grant funds. SECTION 3. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 503 of Title 53, unless there is created a duplication in numbering, reads as follows: There is hereby created in the State Treasury a revolving fund for the Oklahoma Historical Society to be des ignated the “Oklahoma Civil Rights Trail Revolving Fund”. The fund shall be a continuing fund, not subject to fiscal year limitations, and shall consist of all monies deposited to the f und by law, as well as gifts, donations, and private, state, and federal f unds. All monies accruing to the credit of suc h fund are hereby appropriated and may be budgeted and expended by the Oklahoma Historical Society for the purpose of providing financial assistance for the preservation of the Oklahoma Civil Rights Trail . Expenditures from such fund shall be made upon warrants issued by the State Treasurer against claims filed as prescribed by law with the Director of the Office of Management and Enterpris e Services for approval and payment. SECTION 4. This act shall become effective July 1, 2023. SECTION 5. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof thi s act shall take effect and be in full force from and after its passage and app roval.
