An Act relating to wildlife; authorizing the 
Department of Wildlife Conservation to produce 
certain study; requiring distribution of report to 
the Legislature and Governor; specifying geographic 
location for study; allowing the Department to use 
certain sources for data; permitting Department to 
enter into certain agreements to assist in data 
collection; allowing for Department to make 
recommendations; providing for codification; and 
providing an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3 -316 of Title 29, unless there 
is created a duplication in numbering, reads as follows: 
A.  The Department of Wildlife Conservation shall produce an elk 
population study to be presented electronically to the Legislature 
and the Governor within one (1) year of the effective date of this 
act.

B.  The study shall be used to determine Okla homa’s elk 
population in southeastern Oklahoma.  The study may incorporate 
information available in other sources, such as studies produced by 
collegiate or federal resources, into an analysis of Oklahoma ’s elk 
population.  The Department may also enter into agreements with 
other agencies, organizations operating in this state, or tribal 
governments to assist with the production of this study. 
C.  The study may include recommendations by the Department for 
the conservation of Oklahoma elk populations. 
SECTION 2.  This act shall become effective November 1, 2024.
