Strike the title, enacting clause, and entire bill and insert: "[ schools - school security alert systems - State Board of Education – list - minimum requirements of alert systems – codification - effective date - emergency ] BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: ENGR. NEW LAW A new section of la w to be codified in the Oklahoma Statutes as Section 5-149.4 of Title 70, unless there is created a duplication i n numbering, reads as follows: A. Each public school district shall have and implement a school security aler t and response system. B. The State Board of Education shall adopt a list of approved school security alert and response systems. At a minimum, an approved school security aler t and response system shall: 1. Automatically alert designated school personn el when an emergency response is initiated on-site by smartphone application, phone call, text message, or other technology; 2. Provide emergency responders with floor plans, cal ler location, and other information to assist emergency responders during a 911 call; and 3. Integrate designated school personnel with emergency responders to provide real -time situational updates during an emergency. SECTION 2. This act shall become effective July 1, 2023. SECTION 3. It being immediately necessary for the preser vation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof thi s act shall take effect and be in full force from and after its passage and approval." NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 5-149.4 of Title 70, unless there is created a duplication in numb ering, reads as follows: A. Each school district in this state sha ll be authorized to issue a request for proposals and enter into a contract with a vendor to provide a security alert system for the safety and security of the district. B. The security alert system shall: 1. Connect the call er with 9-1-1 emergency responders while simultaneously notifying designated school district personn el; and 2. Be available for use as a smartphone application . SECTION 5. This act shall become effective July 1, 2023. SECTION 6.
