Relates to annual professional performance reviews of teachers and principals; establishes an optional system of annual professional performance review plans; repeals provisions relating to streamlined removal procedures for teachers rated ineffective.
Relates to the content and procedure for certification by pharmacists of patients using medical cannabis; allows a pharmacist employed by a registered organization and responsible for supervising the dispensing of medical cannabis within a cannabis dispensing facility to recommend and certify patients upon consultation within such dispensing facility.
Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental sustainability, racial equity, valued workforce, animal welfare, and nutrition.
Amends the eligibility criteria for game development companies by changing the yearly timeframe structure, lowering the dollar threshold per production, and removing the in-state cost incurred threshold to accurately fit current digital gaming industry models.
Requires all state agencies to require all contractors that provide services for state purposes pursuant to a contract, submit an annual employment report with the job titles and number of employees necessary to perform such contract; further provides that such information be submitted electronically in order for such information to be searchable and transferable to a spreadsheet or database.
Enacts the "cannabis adult-use transition act"; increases the number of members on the state cannabis advisory board from thirteen to seventeen voting appointed members; provides that an eligible registered organization shall be authorized as a registered organization adult-use cultivator processor distributor retail dispensary upon approval of an application to the office of cannabis management that must be available to such registered organizations no later than August first, two thousand twenty-three and remain available thereafter; provides that the office must approve or deny such application within thirty days of its submission or it shall be deemed approved; makes related provisions.
Establishes under the direction of the state board of pharmacy a drug repository program to accept and dispense donated prescription drugs; authorizes such board and the commissioner of health to promulgate rules and regulations; makes definitions; exempts such persons or entities who dispense such donated drugs from criminal or tort liability or professional disciplinary action.
