Requires age-appropriate instruction on conflict resolution for elementary, middle, and high school students; requires the commissioner to develop curricula for schools in the state for such instruction; directs the commissioner to develop resource materials to facilitate such instruction.
Prohibits telephone corporations from charging a caller any increased rates, charges, or fees for intrastate long-distance or other calls without first notifying such caller.
Provides that to achieve cost savings to businesses and the state, improve decision timeliness, and minimize wrong-sized payments to eligible beneficiaries the department of labor shall obtain current employment and income information from a third-party provider, supplementing current state wage reporting files from the department of taxation and finance.
Establishes the Monroe county housing advocate program to provide to residents of Monroe county, information and resources to current or prospective tenants on housing issues such as securing housing, eviction matters, issue resolution with landlords, and any other topics such advocate deems important; and referrals to legal assistance or social service providers when applicable; makes related provisions.
Provides that such rates of payment shall be updated to reflect the most current mean price for free-standing residential health care facilities with less than three hundred beds each time that the cost basis of residential health care facility rates is updated.
Requires a place of entertainment to establish emergency preparedness plans; defines "emergency preparedness plan" to mean any fire safety or evacuation plan required by the most recent fire code adopted by the state; makes related provisions.
Amends provisions relating to certain employers; provides that on or before April 1, 2024, the commissioner of labor, in consultation with the commissioner of health, shall submit a report to the governor, the temporary president of the senate, and the speaker of the assembly on the number of employees who were provided unpaid or paid sick leave or disability benefits.
Establishes the commission of the deaf, deafblind and hard of hearing; requires the commission of the deaf, deafblind, and hard of hearing to transmit complaints in matters affecting the deaf, deafblind, and hard of hearing communities to the vulnerable persons' central register; repeals provisions relating to the New York state interagency coordinating council for services to persons who are deaf, deaf-blind, or hard of hearing.
Allows a city with a population of one million inhabitants or more, or any district, board or agency with jurisdiction exclusively within such city, to authorize or require bids and offers for any contract to be submitted in an electronic format; provides such city, district, board or agency may conduct a public opening and reading of bids or identification of offerers.
Relates to board of elections poll workers; provides that the board of elections shall, upon appointing an election inspector or poll clerk, assign such person as a representative of one of the two major political parties of the state; provides that the board of elections shall assign an election inspector or poll clerk who is a duly enrolled member of either major political party as a representative of the party in which they are enrolled and if a person is a duly enrolled member of any other political party of the state, or who is not enrolled in any party, the board of elections shall permit such person to elect which of the two major parties they shall represent; makes related provisions.
Requires the council on the arts to have members from each of the ten regions of the state; allows members appointed prior to the effective date to complete the natural end of their term before appointments shall be made in accordance with such requirement.
Establishes the homeowner protection program; provides that the department of law shall establish the homeowner protection program to ensure the availability of free housing counseling and legal services to homeowners for the purposes of mitigating threats to homeownership; provides that the department of law shall provide grants to eligible not-for-profit housing counseling organizations and legal services organizations to provide services under the program.
