Health Care Efficiency Through Flexibility ActThis bill requires the Centers for Medicare & Medicaid Services (CMS) to delay certain requirements relating to the reporting of quality measures by accountable care organizations (ACOs) and to also test alternative reporting methods for ACOs.Specifically, the CMS must delay the requirement that ACOs use a specified electronic system for reporting quality measures until January 1, 2030. Additionally, the CMS must establish a pilot program to test other digital reporting methods; ACOs that participate in the pilot program are exempt from using the existing electronic system. The CMS must also implement standards for digital reporting by January 1, 2030, that ensure all electronic health record systems used by ACOs are able to support reporting across a range of practice sizes, specialties, and geographic locations. ACOs may use existing reporting methods until the standards are implemented.

Saving Gig Economy Taxpayers Act This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.

Reporting Accountability and Abuse Prevention Act of 2023 This bill requires recipients of grants for family planning services to demonstrate their compliance with state and local laws that mandate reporting of child abuse, human trafficking, or other mistreatment. If a grantee does not comply, the Department of Health and Human Services (HHS) must first work with the grantee to remedy violations. For subsequent violations, the bill directs HHS to recoup funds received by the grantee. It also bars the grantee from receiving family planning funds for 36 months.

Advanced Safe Testing at Residence Telehealth Act of 2023 This bill temporarily establishes several programs to provide telehealth services for at-home testing, evaluations, and other health care. Specifically, the bill establishes a demonstration program to provide assistive telehealth consultations and home- and community-based care for certain Medicare beneficiaries through Medicare Advantage (MA) plans. Covered services include certain at-home diagnostic tests, telehealth consultations, transportation services, and meal benefits. Beneficiaries must be (1) age 65 or older and eligible to enroll in a qualifying MA plan and to receive certain low-income subsidies under the Medicare prescription drug benefit, or (2) dually eligible for Medicare and Medicaid benefits. The bill also establishes a grant program for state Medicaid programs to cover similar at-home tests and related telehealth consultations. Additionally, the Department of Veterans Affairs must establish a pilot program to provide tests and related telehealth consultations free of charge to veterans.
